Forensic Systems Cartography
Making complex systems publicly legible — reconstructing how history, power, relationships, and feedback produce the conditions we inherit, so that wiser interventions and more credible transitions become possible.
Most public problems arrive already compressed. A school closes. A bridge fails. A neighborhood becomes unaffordable. A watershed is contaminated. A policy produces the opposite of its stated intention.
By the time the event reaches public attention it has been reduced to a headline, a statistic, or an argument about blame. The visible incident becomes the whole story — but the incident is rarely the whole system. Behind it sits a longer history: decisions made years earlier, resources allocated elsewhere, warnings ignored, incentives that rewarded locally rational behavior, communities excluded from the room, and inherited narratives that made the resulting harm appear normal, inevitable, or impossible to prevent.
The system may be highly consequential while remaining almost impossible to see.
Forensic Systems Cartography is a practice for investigating how complex systems produce their outcomes — and for making those systems visible enough that people can reason, deliberate, organize, and act together with greater clarity. It combines systems thinking, visual facilitation, historical reconstruction, investigative inquiry, participatory sensemaking, information design, power analysis, and intervention strategy.
A working definition
An emerging visual systems-thinking practice for reconstructing, representing, investigating, communicating, and collectively interpreting the hidden structures, histories, relationships, power dynamics, and causal processes that produce consequential social, ecological, institutional, technological, cultural, and political outcomes.
Its purpose is not merely to produce systems maps. Its purpose is to make complex systems publicly legible — so that people in different positions within a system can begin to see:
- how the present condition was produced, and what forces sustain it
- how consequences travel, and where knowledge accumulates or disappears
- who holds authority — and who carries responsibility
- who benefits, and who bears the risk
- what previous interventions changed, and what they failed to change
- where different forms of intervention may now be possible
A forensic systems map is not a neutral picture of everything. It is an evidence-informed visual argument about what matters, how elements relate, and which account of the system is most credible given the available knowledge. It must show uncertainty, acknowledge its perspective, and remain revisable when new evidence enters the field.

Forensic
Not the search for a single villain. The older meaning belongs to the forum: knowledge prepared for public reasoning and judgment. A disciplined orientation toward evidence, sequence, preventability, consequence, and responsibility — honest about what is known, disputed, inferred, missing, or deliberately obscured.
Systems
The visible event is an entrance into a larger architecture. Attention moves from isolated objects to relationships: feedback, delays, incentives, dependencies, path dependence, emergence. Social systems are also historical, political, cultural, embodied, ecological, and moral — so the maps must carry memory, exclusion, legitimacy, and unequal exposure to consequence.
Cartography
Not simply drawing maps — creating orientation within terrain that exceeds immediate perception. A map selects, scales, names, and leaves things out. Every map is shaped by purpose, perspective, evidence, and power. The objective is not to admire complexity but to help people move through it.
Visualization is not an illustration added after the analysis. It is an instrument through which knowledge is generated, compared, contested, and revised.
The Practice
The Four Movements
Not rigid stages — fields of inquiry that inform one another.
Where the system breaks
Begin with consequence. Where does someone encounter failure, harm, exclusion, delay, danger, or abandonment? What becomes visible at the moment the system can no longer conceal its operation? This grounds the analysis in lived experience.
Failure over time
Reconstruct the history. What policies, investments, exclusions, narratives, and abandoned alternatives accumulated to make the present condition possible, probable, and finally normal? This makes path dependence visible — and explains why a system widely recognized as dysfunctional stays remarkably stable.
Who owns the problem?
Map the architecture of power and responsibility. Who holds decision rights, resources, knowledge, and legitimacy? Who is expected to manage the consequences? Who keeps the system running from outside the formal map?
The redesigned system
Ask what would have to become different — in information flow, ownership, decision rights, maintenance, feedback, participation, accountability, incentives, narratives, and the distribution of risk. Not a perfect future, but the structural conditions under which better outcomes become more likely.
How it relates to the rest of the practice
↔ Transition Design
Transition Design charts possible passages and future destinations. FSC investigates the inherited vessel, reads the waters, reconstructs previous navigation, and makes hazards and forces visible. TD asks where might we go; FSC asks where are we actually starting from.
↔ Intervention Design Thinking
FSC develops the map. IDT designs the maneuver. FSC asks what is producing the outcome and where the system is brittle or locked; IDT asks which actors can move, from which positions, at what scale. The relationship is recursive: interventions generate evidence, evidence changes the map.
The ethics of the map
Every systems map is itself an intervention. It directs attention, establishes relevance, names some actors and obscures others. It can expose wrongdoing — or transfer risk onto the people already carrying the greatest burden. It can help institutions perform transparency without redistributing authority. It can manufacture false confidence through visual polish.
So the practice asks, before mapping: Who commissioned the inquiry? Whose knowledge counts as evidence? Who controls publication? Where is uncertainty? Who may be placed at risk? Particular care is owed to personal testimony, trauma, vulnerable communities, Indigenous and place-based knowledge, and information whose publication may produce retaliation. The desire to make a system visible does not confer the right to expose every part of it.
Local pilots
A maritime pilot boards a vessel entering unfamiliar waters. The captain keeps formal authority, but the pilot carries situated knowledge of currents, reefs, and tides. FSC depends on that knowledge. Local pilots — frontline workers, residents, elders, organizers, public servants, caregivers, historians — are not stakeholders invited to validate a map made elsewhere. They help determine what the system is, what evidence matters, what histories must be included, what cannot ethically be published, and where intervention may be possible.
What it is not
A more dramatic name for a systems map
An infographic style
A decorative layer placed over research
A hunt for one villain behind every failure
A claim to omniscience, or a view from nowhere
A substitute for organizing, policy, or lived knowledge
Finished when the final diagram is published
Judge the practice not by the beauty of its artifacts, but by the quality of its evidence, participation, ethics, interpretation, and consequences.

It exists between diagnosis and design. Between evidence and imagination. Between the official chart and the waters people actually inhabit. Its task is not to eliminate complexity, but to create enough shared orientation that complexity can no longer function as an excuse for confusion, inaction, or unaccountable power.
